Conducted on the basis of joint activities, there is the knowledge and evidence, that more persons from the territory of Tuzi - Malesije, as well as several persons originating from this area, and living in the U.S., implement intensive criminal activity on the formation of terrorist paramilitary organization, which would have the aim of endangering the constitutional order and security of Montenegro, and endangering life of its citizens, especially citizens Tuzi - Malesije
Within the organized terrorist groups, should they act and persons from Kosovo, as the direct perpetrators of terrorist activities planned
According to information collected in the period January - September 2006. year, in cooperation with the Special Prosecutor to combat organized crime, and the Agency for National Security, Police Department has made a series of operational tactical and technical measures and actions, which resulted in identifying criminal organization, its structure, the terrorist intentions, procurement and hide weapons and explosives substances
Characteristics of these terrorist organizations:
1. Group members are composed of persons from the territory of Montenegro and Kosovo, and 3 persons from the United States, originating from this area
2. Hierarchical structure with a clearly defined division of work, and activities within the group
